For a very long time, problem difficulty calculation was disabled on Toph. It and a few other things were disabled to make it easier to transition from Toph’s old database code to the current one.
But now, you should be able to sort the problems in Toph’s archive by difficulty. Problems for which the difficulty is not known will always be put at the end of the list regardless of whether you sort Least Difficult first or Most Difficult first.
With that now in order, author ratings and solver ratings will also be updated and shown on the leaderboards.
